SPACETEL Benin SA (MTN) and Etisalat Benin SA (Moov) mobile telephony operators have obtained a license to establish and operate mobile telecommunications networks. The measure is contained in the decree relating thereto, approved by the Government at the Council of Ministers of 4 September 2019. This license is accompanied by new specific specifications.
According to the State, the new specifications are consistent with the Code du Numérique, voted on June 13, 2017 and promulgated on April 23, 2018 by the Head of State. It reflects an update made indispensable and adapted to the new institutional environment and the resulting requirements.
” These specifications are intended to serve as reference documents and to facilitate the implementation of the principles of regulation, including the fair and non-discriminatory treatment of said operators and suppliers,” said the Council of Ministers in a statement.
MTN, a subsidiary of the South African group of the same name, holds the majority of market shares, ahead of Maroc Telecom. The two companies operate alone in a market of 10 million mobile subscribers for a penetration rate of 82.8%, according to the latest statistics from the Regulatory Authority for Electronic Communications and Post (ARCEP).
