12 Sep Senegal: The public procurement authority now awards MVNO licenses to You mobile, Sirius télécoms Afrique and Origines SA
The companies mobile, Sirius télécoms Afrique and Origines SA retain their virtual mobile network operator (MVNO) license, acquired on 9 June, after the award procedure opened on 12 June April 2017, by the Telecommunications and Postal Regulatory Authority (Artp) of Senegal.
The Public Procurement Regulatory Authority (ARMP), which had suspended the acquisition of this license by the three companies, following the appeal filed on 19 June by Starlog, the unfortunate candidate, finally declared that ” no substantial breach has been noted “in the conduct of this operation.
Youssou N’Dour’s mobile phone, Sirius télécoms Afrique de Mbackiyou Faye, and Origines SA of El Hadj Ndiaye are thus free to initiate the necessary procedures for the provision of their telecoms services to the populations.
You Mobile, which has spent 400 million FCFA for this virtual license, will use the Sonatel network. For Tigo, Sirius Telecom has invested 300 million FCFA. As for Origines SA which has disbursed 300 million FCFA, it is on the network of Expresso that it will offer its services.
An MVNO operator is a company licensed to operate a telecom network but does not have a spectrum concession or an own network infrastructure. To provide its services, it then makes service agreements with operators holding a Mobile Network Operator license to acquire usage plans for their network, then sells to consumers.
