Paying taxes, applying for a visa, opening a business are all administrative procedures that several African countries made possible online last year. The global pandemic got the better of their wait-and-see attitude in recent years.

In 2020, Africa recorded the highest number of countries that improved their level of e-government development (EGDI), according to the United Nations. Several countries have adopted digital strategies, policies and plans that have enabled them to improve their African and global level and to get ahead of those who, until yesterday, overshadowed them. This is the case of Zimbabwe which has largely passed Cameroon and Senegal or even Algeria which has left Zambia behind.

The United Nations reports that countries with a high e-government development index (HEGDI) fell from six in 2018 to fourteen. The countries with a low index (LEGDI) fell from fourteen to seven. On the other hand, in the group of countries with a medium index (MEGDI), the number fell from thirty-four to thirty-three. Mauritius, Seychelles and South Africa lead the ranking of e-government in Africa. However, ”  persistent gaps in infrastructure and human capital development have prevented many countries in this region from moving to the next level  ,” says the United Nations.

During the coronavirus pandemic, many African countries encountered the difficulty of maintaining the continuity of public services. Containment in some countries, restriction of the number of active staff for the sake of social distancing in others have forced several governments to accelerate the digitization of various administrative procedures.

For the African populations, the development of the level of e-government will significantly improve their relationship with public administrations by improving availability, accessibility and transparency. It is also for governments the pledge of an improvement in public management.
