Uganda: UCC launches public consultation on ATC acquisition of Eaton Towers


The Uganda Communications Commission (UCC) has launched a public consultation on the acquisition of telecom tower manager Eaton Towers Uganda Ltd by its rival American Tower Corporation (ATC).

During the process that began on August 19, 2019 and ends on September 2, 2019, the telecom regulator will receive all written submissions from national telecom stakeholders and the public regarding the impending merger between the two parties.

The proceeding was initiated in accordance with paragraph 38 (2) (d) of Chapter 7 (2) (d) Law and Regulations of Telecommunications Licensing Law No. 20 of 2005, which provides that prior to any decision on a license / merger application, the UCC board is required to consider the public interest.

Eaton Towers Uganda Limited and ATC Uganda Limited have been operating as infrastructure service providers in Uganda since April 17, 2012 and August 22, 2015, respectively. The two companies obtained public infrastructure licenses (PIP) from duration of 15 years.

In the event of a successful merger, these two companies that combine their interests, ownership and operations will then become a dominant provider of passive infrastructure services in the Ugandan telecommunications sector.
