Somalia: telecom operators implement the interconnection agreement signed in December 2022

For a long time, subscribers to the various telecommunications networks in Somalia could not call each other. This has notably hampered the full development of the Somali telecom sector.
Somali telecom operators Hormuud, Somtel, Amtel, SomLink, Golis and TeleSom have started implementing the interconnection agreement signed last December. This was announced by the National Communications Authority of Somalia (NCA) on Sunday, February 12, via its social media platforms.
The interconnection agreement in question was signed on December 5, 2022 after a series of discussions and consultations between the parties concerned, which made it possible to settle all the fundamental questions necessary, including the question of the mobile termination tariff (MTR ). The initiative is part of the commitment of the Somali government to improve telecom services in Somalia and to create a sound legal framework for the development of the sector.
It is important to specify that the interconnection agreement has been partially implemented. The NCA is committed to ensuring its full implementation. This should be effective by the end of February according to the regulator’s initial plan.
The interconnection should in particular make it possible to “ facilitate public access to telecommunications services in the country and promote competition based on service and customer satisfaction ”. This should notably accelerate the growth of the telecommunications sector. The initiative should also secure more revenue for both telecom companies and the government.
