Uganda: ICT Minister Appoints Nyombi Thembo as Executive Director of Communications Authority

Last September, the Ugandan government began the search for an executive director for the regulator. The last holder of the position completed his second term in 2020. Since then, the interim has been held by Irene Kaggwa Ssewankambo.

Chris Baryomunsi, Uganda’s Minister of Information and Communications Technology (ICT), has appointed Nyombi Thembo as Executive Director of the Uganda Communications Commission (UCC). His mandate will take effect from December 1 and will last five years.

In his new position, Mr. Thembo’s primary duties will be to lead the organization in the creation and execution of a strategic plan, formulation of policies and programs as outlined by the Uganda Communications Act. .

It was last September that the Ugandan government began looking to recruit an executive director for the regulator more than three years after the end of the second term of the last occupant of the position, Godfrey Mutabazi, in office from 2010 to February 2020. Since , the interim was provided by Irene Kaggwa Ssewankambo. When the job advertisement was published, the latter did not seem interested in the position.

Since 2017, Mr. Thembo has served as Director of the Rural Communications Development Fund (RCDF), a universal service fund (USF) for communications in Uganda. Before that, he held several senior positions in the administration, including that of Minister of Information and Communication Technologies (ICT) from 2011 to 2015.
