
Liberia: regulator introduces new regulation on quality of service

The Liberia Telecommunications Authority (LTA) on Monday, March 18, introduced new quality regulations despite requirements for services provided by mobile network operators. It sets standards that these companies must meet to guarantee better quality services to consumers. Penalties are also provided for.
The regulations notably require telecom operators to promptly address consumer complaints and restore lost data and minutes when networks fail through no fault of the consumer. The latter is also called upon to carefully read the conditions of the contracts before accepting them.
This LTA initiative aims to strengthen the protection of Liberian telecom consumers. “ Consumers have the right to access and subscribe to telecoms services on fair and reasonable terms, with the assurance that these services are provided securely and with respect for privacy, and that they will be available at a level of quality corresponding to acceptable standards ”, we can read in the Consumer Protection Code available on the telecoms regulator portal.
This initiative is also expected to help accelerate the development of Liberia’s ICT sector by stimulating greater improvement in services. Data platform DataReportal recorded 4.7 million mobile subscribers in Liberia in January 2024 for a penetration rate of 87.1%. The same source indicates that only 30.1% of the country’s population has access to Internet services.
