Algeria has finalized its digital transformation strategy

Algeria is preparing to adopt a new digital transformation strategy. The final version of this strategy was submitted in June to the Presidency of the Republic for approval. This was announced by Meriem Benmouloud (photo), High Commissioner for Digitalization, during an interview on Algerian television on Monday, July 22.
According to Meriem Benmouloud, this strategy, the first of its kind since independence, aims to transform traditional paper-based management into digital management, to establish transparency, to fight against bureaucracy, to guarantee equitable access to information and to improve the performance of economic enterprises while ensuring the quality of services.
The Strategy, which runs until 2029, responds to current socio-economic and cultural requirements and is based on two essential pillars: a law on digitalization currently being developed and information and cyber security. The law on digitalization will provide a framework and regulation for the digital domain, removing administrative obstacles and remedying technological gaps. Information and cyber security will be strengthened through collaboration with the Ministry of National Defense.
The Algerian digitalization project, led by President of the Republic Abdelmadjid Tebboune, aims to achieve local sustainable development. Launched upon his inauguration in 2019, it has taken significant steps in the last two years to catch up on the delay accumulated due to the lack of resources, bureaucratic resistance and the complexity of certain sectors.
The first results were felt in the latest report of the International Telecommunication Union (ITU) published in December 2023. Algeria recorded a significant advance in the ICT Development Index (IDI), moving from 102nd to 88th position among the 169 ITU member countries, a jump of 14 places. This progression is accompanied by a score of 77.8 points, thus exceeding the African average (47.4 points), the average of Arab countries (74.5 points) and the average of middle-income countries (62 points).
