Tanzania: TCRA Issues Guidelines for Direct-to-Mobile Phone Satellite Communication


The Tanzania Communications Regulatory Authority (TCRA) is pleased to announce the official issuance of the Guidelines for the Provision of Direct-to-Mobile Phone Satellite Communication services.

This strategic initiative underscores the Government of the United Republic of Tanzania’s ongoing commitment to fostering technological innovation, enhancing national digital resilience, and accelerating the deployment of forward-looking telecommunications infrastructure. As digital communication needs evolve rapidly across the globe, these Guidelines aim to position Tanzania at the forefront of regulatory readiness and sectoral growth.

The Guidelines provide a comprehensive national regulatory framework for the introduction and operation of Direct-to-Mobile (D2M) Phone Satellite Communication services within the Tanzanian jurisdiction. They are designed to facilitate a safe, secure, and competitive environment for service providers while safeguarding public interest and ensuring alignment with regional and international standards.

These Guidelines are intended to serve as an interim national position pending the outcome of ongoing international deliberations under Agenda Item 1.13 of the World Radiocommunication Conference 2027 (WRC-27). They reflect the proactive approach of TCRA in addressing the regulatory and technical aspects of D2M satellite communication, ensuring that Tanzania remains responsive to emerging global trends in spectrum usage, satellite technology, and mobile connectivity.

TCRA invites all stakeholders, including licensed operators, technology providers, satellite service entities, and other interested parties, to thoroughly review the Guidelines and take all necessary steps to ensure full compliance with the established provisions. The Authority emphasises that adherence to these Guidelines is essential for any entity intending to provide D2M satellite communication services within the territory of Tanzania.
