DRC: Kinshasa Eyes Africell Digital Tools for City Finances, Transport and Tourism

Kinshasa has opened talks with Africell DRC on digital solutions for city finances, administration and transport, part of a broader effort to use technology to improve public services in the Congolese capital.

Provincial Minister for Planning, Budget and Transport Jésus-Noël Sheke met Africell DRC CEO Kory Webster on October 5 to discuss possible areas of cooperation in digitalization, urban mobility and tourism.

The talks covered the digitalization of the city’s administration and finances, along with the development and modernization of parking facilities for motorcycles and taxis. Kinshasa also presented the Kin City Guide, a tourism guide available in print and digital formats, and a memorial tourism program centered on several historic sites in the capital. At this stage, Africell is considered a potential partner for the various projects.

Digital tools enter city management

The discussions come as Kinshasa pursues several projects designed to incorporate data and digital tools into city management. In April 2026, the city and water utility REGIDESO signed an agreement that includes pooling their databases and digitizing the collection of some provincial revenues. The system is expected to help the capital better identify taxpayers and broaden its tax base.

Kinshasa has also started implementing a new traffic plan. An initial pilot phase began on several major roads in September with the goal of reducing congestion and improving traffic flow. The modernization of motorcycle and taxi parking facilities discussed with Africell forms part of this broader effort to reorganize urban mobility.

Africell broadens its market

For Africell, the talks follow the April 2026 launch of Africell Business, a division focused on companies and institutions. Its services include fiber connectivity, dedicated internet, private networks, VPN and APN solutions, and other connectivity services for organizations.

The business unit gives Africell a way to broaden its operations beyond traditional mobile services. A potential partnership with Kinshasa would create several opportunities to use the operator’s digital infrastructure and services in urban management.

The city and Africell must still determine which projects will move forward, what solutions would be used and the terms of any eventual partnership.
