
Togo: the regulator gives six months to Moov Africa and Togocom to improve the quality of their services

The Togolese regulator is stepping up coercive initiatives to encourage operators to provide better quality services to populations. In June 2022, Togocel was fined around $3.7 million.
The Regulatory Authority for Electronic Communications and Posts (ARCEP) announced on Wednesday, May 31, that it had given notice to Moov Africa Togo and Togocel for non-compliance with regulatory compliance thresholds. The two mobile telephony operators have six months to make the investments and implement the necessary corrective actions in order to comply with the service quality regulatory indicators and thresholds under penalty of sanction.
This warning is part of a sanction procedure opened on March 14. It follows a national campaign to measure the quality of mobile services (voice and Internet) conducted from November 3, 2022 to January 13, 2023 by ARCEP. It shows that the non-compliance rate is 63% for Moov Africa Togo and 51.4% for Togocel.
This is not the first time that the regulator has challenged telecom operators regarding the quality of services provided to populations. In June 2022, the regulator imposed a fine of 2.3 billion CFA francs (3.7 million USD) on Togocel for serious breaches of its obligation to ensure the permanent availability of mobile electronic communications services to the public. In May 2021, Moov Africa was fined nearly 593 million FCFA for the same breaches.
By complying with the recommendations of the Regulatory Authority, the two operators will guarantee consumers the permanent, continuous and regular availability of mobile electronic communications services in Togo. This will accelerate the use of telecom services in a context marked by strong demand for digital services.
