Senegal: the telecoms regulator reveals its priorities for 2024

The Telecommunications and Postal Regulatory Authority of Senegal (ARTP) unveiled, on Tuesday January 16, the main projects on which it will focus in 2024. This was on the occasion of the 7th Sharing and Exchange Forum with media professionals in regulated sectors initiated by the telecoms regulator and which is held from January 15 to 18.
For the telecoms sector, the ARTP’s priorities include unbundling the local loop, strengthening the security of information systems, carrying out a national survey on access and use of ICT, calculating a price index for electronic communications services, the strengthening of the economic space for new players (MVNO, ISP, etc.).
The regulator also plans to evaluate the specifications of postal operators, to promote innovations linked to the Internet (IPV6, IoT and AI, etc.), to operationalize regional frequency control centers, to strengthen the legal framework of Internet use.
These various initiatives are part of the Senegalese government’s desire to accelerate digital transformation and achieve the objectives set in the “Sénégal Numérique 2025 (SN25)” strategic plan. For the 2024 financial year, the executive allocated a budget of 42.7 billion CFA francs ($70.8 million) to the Ministry of Communication, Telecommunications and Digital for its projects. An envelope of 113.3 billion FCFA was granted to the ministerial department in 2023.
Furthermore, the ARTP ensures that it has completed 95% of the ten priority projects planned for 2023. This includes “ the successive extension of the scope of SONATEL and Free licenses to 5G technology, the establishment of national roaming , the certification of ARTP to the ISO 9001/2015 standard ,” according to Yellamine Goumbala (photo, center), secretary general of the regulator.
